According to the CBS data for Q2 2025, the average apartment price in Israel fell by 3.3% compared to the previous quarter, standing at NIS 2.272 million. But the gaps between cities are widening: in Tel Aviv, the average price of a 4-room apartment jumped by 8.5% year-on-year to NIS 5.233 million. In Jerusalem, prices rose by about 6%, while in Rishon Lezion and Netanya, sharp declines of up to 5% were recorded.

The average price of an apartment in Israel in Q2 2025 was NIS 2.272 million, according to data published by the Central Bureau of Statistics (CBS) on Friday, alongside the Housing Price Index. This represents a 3.3% decrease compared to Q1 2025 and a 2.5% decrease compared to the same quarter last year.
The data also shows that the average price of a 1–2 room apartment was NIS 1.52 million (down 2.1% year-on-year), a 2.5–3 room apartment averaged NIS 1.79 million (down 0.7%), a 3.5–4 room apartment NIS 2.236 million (down 2.5%), a 4.5–5 room apartment NIS 2.895 million (down 1.5%), and a 5.5–6 room apartment NIS 3.47 million (down 0.6%).
Breaking down by cities (CBS publishes figures only for cities with more than 100,000 residents), the most common type — 4-room apartments — averaged NIS 5.233 million in Tel Aviv. This marks an 8.5% rise compared to the same period last year, the sharpest increase among all surveyed cities. A 3-room apartment in Tel Aviv averaged NIS 3.87 million, roughly unchanged from last year.
Another city with significant increases was Jerusalem, where a 4-room apartment averaged NIS 3.3 million, up 5.9% from last year. A 3-room apartment rose 3.3% to NIS 2.553 million, and a 5-room apartment rose 2.6% to NIS 4.06 million. In contrast, 6-room apartments dropped 10.4% to NIS 4.69 million.
Sharp Rise in Hadera, Declines in Rishon Lezion
In Haifa, the average price of a 4-room apartment stood at NIS 1.894 million (down 2.7%), while a 3-room apartment — favored by investors — averaged NIS 1.273 million (up 5.4%). In Be’er Sheva, the cheapest among the 18 cities surveyed, a 4-room apartment averaged NIS 1.297 million (down 2.2%), and a 3-room apartment averaged NIS 900,000 (up 4.8%).
Hadera recorded a sharp relative increase: a 4-room apartment averaged NIS 2.142 million, up 3.9% from last year. On the other hand, significant declines were recorded in Rishon Lezion, where a 4-room apartment averaged NIS 2.494 million (down 4.2%), and in Netanya, where a 4-room apartment averaged NIS 2.532 million (down 5.1%).
By district, the average price of a 3.5–4 room apartment remained unchanged year-on-year at NIS 3.529 million in the Tel Aviv district, which includes most of Gush Dan. Next was the Jerusalem district at NIS 2.992 million (up 1.9%). In the Central district, the average was NIS 2.525 million (down 1.8%), Haifa district, NIS 1.82 million (up 0.5%), the Southern district NIS 1.555 million (down 0.9%), and the Northern district NIS 1.517 million (up 7.1%).
