3,600 New Homes Approved in Modi’in: “Ma’ayanot Neighborhood” Moves Forward

The Central District Planning and Building Committee has approved for deposit the plan by the Israel Land Authority (ILA) and the Modi’in-Maccabim-Re’ut Municipality to establish a new residential neighborhood in the northern part of the city. Ma’ayanot will include housing, commercial and employment areas, public institutions, 90 dunams of green space, and a promenade along Route 443.

The new neighborhood in Modi’in, called Ma’ayanot, will span about 600 dunams, south of Route 443 and north of Emek HaEla, adjacent to the Kramim neighborhood. It will include approximately 3,575 housing units and will be the first neighborhood built as part of Phase B of the city’s expansion.

The neighborhood has been planned as an integrated urban environment with residences, commerce, employment, public buildings, and green areas totaling about 90 dunams. The average density will be around 20 housing units per net dunam, with most buildings ranging from 6 to 8 stories, two towers of 19 stories, and around 300 units designated for special housing.

At the heart of the neighborhood will be public buildings and a large public park, Gan HaPisga, which connects to the main street lined with urban squares, commercial fronts, and workplaces. Along Route 443, an urban promenade will be built with walking and cycling paths linking the neighborhood to existing parts of the city and major transport routes. The plan also allocates roughly 58,000 sqm for public buildings, 27,000 sqm combining public institutions and open spaces, and 1,500 sqm for employment areas.

The neighborhood was designed by architect Amir Kolker of Kolker-Kolker-Epstein Architects, with project management by Moshe Cohen of Keshet M.C. Project Management.

A Major Milestone for Modi’in

Einav Ringler, Senior Planning and Projects Director at the Israel Land Authority, welcomed the decision, saying: “Ma’ayanot is a key milestone in Modi’in’s development, with high-quality urban planning, diverse housing options, and preservation of the city’s exceptional quality of life.”

Gili Noa Tesler, ILA’s Central Region planner, added: “This is a sustainable neighborhood designed to integrate seamlessly with the existing city and main access routes, meeting the strong demand for housing in the highly sought-after central region.”

Mayor of Modi’in-Maccabim-Re’ut, Haim Bibas, concluded: “This is wonderful news for one of Israel’s most desirable and well-managed cities. Ma’ayanot represents another step in our balanced and responsible growth. I thank everyone involved — the council members, the district committee, the engineering department, and all professionals. The discussion was deep, professional, and productive. Now, we move forward with preparations for construction and, most importantly, to provide quality housing for our city’s young generation who wish to stay and live near their parents.”
