The plan, which spans 2024 to 2028, focuses on financing and executing upgrade projects, enhancing planning efforts, completing infrastructure and public buildings, and ensuring their protection. The criteria for calculating the resource allocation are tiered and will gradually become more differentiated based on factors such as the number of residents, geographic remoteness, and proximity to border areas.

The Takuma Administration published the outline for the provision of NIS 776 million in “community baskets” to 46 communities in the Takuma region, according to an announcement by the Secretariat on Monday morning. The outline is spread over the years 2024-2028 in order to finance and carry out upgrade work, promote planning, complete infrastructure, and public buildings, complete necessary protection, and make public spaces and public buildings within the boundaries of the southern communities accessible. These baskets are in addition to the NIS 1.5 billion reconstruction and rehabilitation budgets that will be given to the communities.
According to the outline, the total budget item is up to NIS 776 million, with the aforementioned budget divided into years: in 2024, NIS 80 million will be allocated to all localities; in 2025-2027, NIS 180 million will be allocated annually, and in 2028, NIS 156 million will be allocated annually.
The criteria for calculating the community basket and the amount of support are based on steps, with the base tier for all localities being NIS 8 million each year. After that, there will be differential levels based on the number of residents (60% of the budget), the peripheral index (20% of the budget), and the dimension of proximity to the fence (20% of the budget).
According to the outline, each locality will submit a request to the support committee of the Takuma Administration that includes the needs of the locality and the amount of money it requests. The Support Committee will examine compliance with the threshold conditions and the local basket plan and approve it by meeting them. It should be noted that these days, as planned, the Takuma Administration is promoting two additional baskets, one for the Sderot Municipality for NIS 270 million and the other for the regional councils for NIS 300 million.
Removal of rubble of buildings in Kibbutz Nirim begins
Meanwhile, today began the removal of the rubble of six structures, including 24 homes in the youth neighborhood of Kibbutz Nirim. Members of Kibbutz Nirim currently stay in the Park neighborhood of Be’er Sheva in a temporary community housing solution until the rehabilitation work in Nirim is completed.
Yesterday, the Takuma Administration approved the management company of the Nirim settlement to carry out the rehabilitation work. This week, the Takuma Administration approved funding for the construction of 24 prefabricated structures to shorten the timetables for rehabilitation work in Nirim and return the residents to the permanent settlement in the region, in addition to the NIS 35 million rehabilitation budget.
