The Jerusalem District Planning and Building Committee will discuss, in about two weeks, two plans for the construction of residential buildings on vacant land in the city of Beit Shemesh, totaling 710 new homes.

The first plan to be discussed for the deposit is the “M.S. Tower Complex” plan in Beit Shemesh. The plan proposes a new design for four areas already approved under a previous plan that designated the lands for residential, commercial, employment, and public uses. In the area approved for residential construction, building rights for 120 apartments have been approved. The new plan proposes densification and the addition of 380 apartments, in accordance with the densification policy under TAMA 1, along with approximately 34,000 square meters of commercial and office space, for a total of 500 new homes.
According to the plan’s guidelines, the proposed buildings will be up to 10 stories high, with 20% of the planned apartments sized up to 80 square meters. The plan also allows for the establishment of “accessory housing units” of up to 20% of the total number of apartments in the plan. The combined area of the main apartment and the accessory unit must be at least 100 square meters. The accessory unit will range from 25–50 square meters and cannot be registered separately from the main apartment in the Land Registry.
The plan, covering 18.5 dunams, is located between Neighborhoods G1 and G2 in Beit Shemesh, between Yechezkel HaNavi Street and Yonah Ben Amittai Street. The plan is being advanced by the local authority and the company M.S. Tower Beit Shemesh. The project planner is Yitzhak Katorza.
In September 2024, the company M.S. Tower Beit Shemesh won, out of four bids, an Israel Land Authority tender for the plot included in the plan to build 120 apartments. The company paid 105.6 million shekels, including development expenses.
Another plan to be discussed for deposit is the “Pisgat HaMishkafayim” plan, also located in Beit Shemesh. The plan, covering approximately eight dunams, is bounded by HaNatziv Street and Rabbi Yitzhak Kaduri Street in the Pisgat HaMishkafayim neighborhood. The plan, promoted by the company Pisgat HaMishkafayim Real Estate, owned by developer David Weiss, proposes construction of a 20-story tower and 10-story block buildings totaling 210 apartments. The plan also allocates about 6,200 square meters for commercial and employment purposes. The planner of this project is Malis Architects.
