Despite a government decision defining the construction and renovation sectors as essential professions permitted to operate during wartime emergency, several major municipalities — including Ramat Gan, Rehovot, and Ramat HaSharon — announced on Sunday that they would not allow construction sites to continue operating within their jurisdictions. The move has sparked sharp criticism from the contractors’ association, which warned that halting activity undermines the national economic effort supporting the war.

Despite the government’s decision to define the construction and renovation sectors as essential professions operating during emergencies — and despite directives from the Home Front Command and the Ministry of Construction and Housing permitting continued activity — the Contractors Association of Israel reported this morning that several central municipalities have independently halted construction site operations. Among the municipalities mentioned are Ramat Gan, Ramat HaSharon, and Rehovot.
In response, President of the Contractors Association, Roni Brik, stated: “The Government of Israel and the security authorities determined that the construction industry is an essential sector during emergencies and that maintaining work continuity is part of preserving overall economic and functional continuity — which itself is an integral component of our national security. Mayors who act contrary to these decisions harm economic continuity and the national socio-economic effort that supports the war and its achievements.”
Brik added that “war is not only kinetic; it is much more than that. It would have been appropriate for mayors to act in accordance with government decisions and Home Front Command directives.”
The Municipality of Ramat HaSharon responded: “The sites were closed in order to review protective measures for workers and staff at construction sites. This evening, we will conduct a situation assessment regarding the existing protective infrastructure, and accordingly, we will permit work. Safety above all.”
The Municipality of Ramat Gan stated: “In light of the emergency situation, at this stage and until further notice, construction sites across the city are closed due to safety and protective considerations. Additionally, residents’ well-being during this complex period is our top priority. Based on past experience, in the first days of war, residents’ nerves and anxieties are heightened, and the last thing they want nearby is loud and sudden noises or unfamiliar movement. Should a different decision be made, the municipality will update the public through the usual channels.”
The Municipality of Rehovot has not yet issued a response.
